A good RFP will structure criteria into a hierarchy of sections / subsections and questions. This allows for the most accurate allocation of weights and priorities. However, calculations for vendors' weighted score totals can quickly become fragile, especially when managed in a spreadsheet (it's hard to represent hierarchical structures in a 2D spreadsheet).
